Vacation time and sick time is considered a benifit. Most companies will pay you your vacation time if given a two weeks notice, but depending on the state you live in. So unless you live in California they do not have to pay you the time.

No federal laws at all. Might be some state laws that require employers follow their own guidelines as stated in their handbooks. However, most states do not require payout of those days.
