Where a country starts hostilities against another for no reason - e.g. Germany invading Poland in 1939. Contrast with a defensive war which is what Poland had to fight.

Offensive is attacking defensive is defending. An offensive war is a strategy to attack the enemy where ever and when every you find them. To not allow them the opportunity to regroup or reform.
