The I-9 form is required to be filled out within the first 72 hours of the start date. As for the W-4 form, if you never get around to filling it out, they will take out the taxes for a single and 0 deduction. You can actually change your W-4 deductions at any time, going forward, but you cannot get that money back if you overpaid.

Legally, it has to be done before you can get paid. It's usually done in the first day or two.

it should be done before your paycheck, W-4, I-9 at the very least
