I think you are neglecting your mower a bit. Treat it to a new spark plug once a year, and an air cleaner if necessary. Gasoline gives off a vapor down to about 40 degrees below 0 Degrees F. Below 20 degrees Below 0. It can give you a problem.. But I don't think you will be mowing grass at these temperatures. Starting fluid helps to start cranky engines. It just needs to be sprayed around the inlet, No need to remove anything. I used to have a hard to start mower. Many years ago. I would crank on it until I was completely out of breath and my patients were just about out. The last pull and it would start. For fear of it not starting again I would then cut my grass from beginning to end. after about a year of this I took it to the shop. The man set the timing and charged me six dollars. From then on until I retired it . One pull and it started. I learned my lesson if it doesn't start easy then something is wrong. Get it fixed now.

NEVER use ether to start any small engine. Take the mower to a small engine repairman in your area and pay the small price to fix it now or you can shell out money every time you look up later. The weather has very little to do with the problems.

If you still have 30wt oil in it it can be hard to crank. The engine has to turn at around 250rpm for the ignition to work. It might help if you put a lower wt oil in it for cold weather. If it has fuel and compression and you can crank it it should start.

Not really, take off the air cleaner and spray some starting fluid in the carb. This ignites easier than gas and will help you start it in cold weather.

The easiest way to start a mower, that you have to pull until you're tired, is to remove the spark plug, drip a LITTLE, repeat LITTLE gas into the spark plug hole, replace the spark plug & it'll fire on the first pull. Guaranteed !!!!!!!!

I don't think it is to cold. I am not sure what you temperature is there.
