it seems to me that that after a person gets their BS/BA degree then the next step is the masters degree (in their specialization), a 2-year program.

A doctorate or PhD is not just a course but is a 2 year program and is taken for those who wish to be "teachers", i.e. teach in a university setting. As I know a PhD, people who do get the PhD get it after they get their masters degree.
That's the succession.

So it depends on which direction in life you are going, and what exactly you wish to do. A lot of people just get their Masters degree. And it sounds more poipular but then again we're talking about the field of business, psychology, etc. I'm sure a PhD would be just as popular in the field of teaching.

basically any degree is valuable. education moulds you into a fine human being. masters are popular degree. phd is a dignified course done by learned people . they are happy though it does not fetch more money. it demands time and hard work to get a phd.

That's really difficult to say, especially because when a college/university sees that a particular course of study isn't working they usually alter it in some way or eliminate it. A question that would be easier to answer might be something like "What do you think is the most boring degree?" or something to that effect.
