The president is required to give the State of the Union to Congress.

It's done in the chambers of the House of Representatives because they are the larger body, and therefore, the chambers can hold more people. The Senate chamber would never be able to hold the 535 members of Congress and all of the assorted guests.

False, article II section 3 of the Constitution states that he must from time to time give to Congress information as to the state of the union and recommend for their consideration measures that he deems necessary.
It is not about a forum for the people.
