Think of the visual:
You're in a tree, with lots of limbs... the further you get away from the trunk, the more risky it is for you. The trunk is the base of the tree, the most secure part. So, when you go "out on a limb", you're taking a risk, as the chance of your falling or the limb breaking increases the further you go out.
