problem getting rpm's when I need them

I know my spark is fine, and I just changed the fuel filter.

If you mean that the engine won't pick up speed when you depress the accelerator then there are a few things to consider. The first is the normal tune up items that could cause the engine performance to deteriorate. The valve adjustment, spark plugs, distributor cap, rotor, wires, ignition coil and the fuel filter and quality of fuel could all cause poor performance and less than optimum throttle response.

if you're talking about a drastic reduction in power that is beyond the tune up items then look to either a restricted catalytic converter or a slipping clutch (manual transmission) or slipping automatic transmission.

I strongly recommend having a qualified technician road test the vehicle with you to help you diagnose the problem. Based on your description its tough to narrow it down to anything other than what's under the car or whats under the hood.

The problem is your entire pos car. You drive a '91 civic dude. It has no powah. Swap in a VTEC yo and put some stickers on it and you can win any race, from a roll that is, with your 150 hp and fart cannon exhaust. Awesome bro!
