They are scavangers from the future waiting to kidnap the injured victims of auto accidents about to occur based on their historical records. They only take people about to die if not for their advanced medical techniques. They replace them with dead clones so as not to change history. Nobody knows what they do with victims.

More than likely surveyors. The equipment on top is probably an EDM.
As far as sunrise and time...You can only survey in the daylight. So I can't understand that part of the question.
