Ask your utility for an energy audit. You may have:
- leaks at the doors and windows,
- have an old, inefficient furnace,
- poor insulation in the walls,
- the temperature turned up higher than the neighbor,
- a bigger house
- a teenager that likes to keep the window open at night.

If your house is not well insulated and there are leaks in doors and windows you should consider that.
We had insulation blown in between the bricks from outside the house no mess! and I guarantee you that there is a huge difference in noise reduction, cooler house in the Summer and easier on the wallet!
Then there are people that keep the thermostat lower in the Summer and in the winter by a few degrees and put an extra blanket or sweater on around the house, most of the time this seams to be the differense that occurs in our bills .
It's all a matter of personal choice and comfort required,we are all different on the spending habits.

Have a professional come to inspect the efficiancy of your house. Chances are, you still have the original windows/panes. Try getting new energy star windows and doors. Another good Idea is to turn down the thermostat and wear a coat. Alot of gas is wasted because of something as little as 3 or 4 degrees.
Worst case scenario, you have a leaky underground tank. That's a major repair that you need to make to save you lawn, and if you plan on selling the house.

It could be a number of things. Are they the same square footage? He may have better home insulation. His doors and windows might have better insulation and let in less cold air. He may run furnace at a lower temp setting, turn it down when no one is home or turn it down at night etc. He may have electric appliance opposed to gas.
Just a few off the top of my head.

Are your houses the same size? do you have the same power provider, are you on the same tariff? Are both properties double glazes/ roof insulated? The questions go on and on.
