A conservative is someone who is traditionally rightist in both fiscal and social matters.
A neo-conservative is someone who believes that America's problems abroad can be solved with judicious use of force. These people may actually be somewhat more liberal in other areas (and often are, in terms of social matters).
For example, a traditional conservative would not be pro-choice, but a neocon could well be.

In theory a neo-conservative is a new type of conservative. For example, a conservative might be in favor of the Iraq War because it is a defense of the patriotic ideals that made America great. A neo-conservative might be opposed because it is a poor use of public funds.
A liberal, by contrast, might be opposed to the Iraq War, for humanitarian reasons.

None. Neo-conservative just means newly conservative. It refers to people who were Democrats, who got some education, some experience, earned some money, saw the light and became conservative.
