You don't say what size or whether the timber is actually charred (enabling it to be scraped off) or just blackened slightly.
If the latter there is a good chance that there is part of a knot on the underside which through time has shrunk leaving a small gap around the outside and a small hole in the centre.
Air currents under the floor blow contaminants into the gap and hole and will through time appear on the surface as dark rings with a dot in the centre.

It could be natural markings in the wood, it could be water spots and it could be something super natural. It also coudl be a burn mark from some previous owners. Have you actually gotten down to the floor to smell it? You should
