Glues work on the principle of attaching surfaces by some means, such as intertwining with surface fibres, etc. Or sometimes, by filling in the airspace between two surfaces that won't slide when the air is gone.

Inside the bottle there are no surfaces for the glue to join closely together (unless you squeeze a flexible bottle so flat).

Glues don't stick to surfaces unless they can dry out.
