I am living out side the US but am a US citizen. I need to open a non US bank account in S.E. Asia somewhere that allows me to use on line bill paying etc. Any ideas. I closed all US accounts due to Pfishing law suit for a minor amount of money. I just blew them off and I don't want people to be able to attach funds. Hong Kong, Singapore, Cambodia? any suggestions?

Unfortunately, I was sued last year for a product that I never used. The suit was only for $1500 and I know that I could have won the case but it would have cost me over $1500 to travel to fight it. I just closed the accounts. If I open a new account in the states it can be attached. US banks are no longer a safe place for my money. We are not talking a huge amount here. I just want to place it where in can pay my bills internationall and not have the account compromised by a pfisher.

Before you do this, think about it. Assuming you have said the facts above, you have lost a minor amount of money in one of the safest locations to host a bank account, this being the country in which you live.

How much do you trust a bank in Cambodia. Is their government nearly as stable? What happens when they devalue their currency? If you have to send the money to someone there, who will open the account for you, how much do you have to trust that person? Basically, what I am saying is that there are so many risks if you go to any of the areas you describe.

I do not want to rain on your parade, but assuming you are not doing this to evade US Income Taxes, I think you are barking up the wrong tree. You would be better off going to Costa Rica and making your deposit directly.

This is just my opinion, of course, I could be wrong.

The thing to do, I would imagine, is to find a name and location of a bank in the area you desire. Then write to them and tell them what you would like to do. Mention the initial payment.
