It's NOT lost and delirious.. 2 girls yes, but there is no pact.. one girl decides that since the other left she will kill herself..
I THINK you are referring to My Summer of Love.. the two girls DO make a pact that if one leaves the other one will kill them.. (one of them thinks it's a joke)

Lost and Delirious: took place in a all girl's boarding school, when a shy straight (no pun intended....well, maybe a little bit of one...) laced girl enters the school and is roomies with a dominant lesbian teen girl.
The shy girl also befriends the campus gardener who acts as some sort of guide as she goes on with life at the school...
Chemistry simmers between her and the unstable wild, promiscuous roomie--and a passionate teen lesbian affair begins to leak out and becomes the talk of the school.
Alarmed, the shy girl's parents rush the school to take their daughter out. Heartbroken and uncontrollably unstable, the other lesbian teen girl falls from the roof to her death.
I remember this film because it was said the film makers had to do TONS of cutting out the steamy sex scenes that US censors were very uncomfortable with.
