BCCI is an autonomous cricket body, running the Indian cricket and is affiliated to the ICC.All the state cricket associations are afflicted with he BCCI.So any member of the state cricket association can stand for the post of President,BCCI.Mr.Pawar is the President of Maharashtra Cricket association, so he qualifies for becoming President, BCCI.BCCI's governing laws doesn't say that a President elect cannot be a Politician or from any other profession..In the elections for the President of BCCI, He won by a majority and so was elected in Democratic manner.

BCCI has 2 functions-administrative and cricket related functions .
Its not necessary that ex-cricketers should run BCCI.You need administrative experience to run BCCI.Ex cricketers are required for selections committees, coaching and other cricket related functions.

I cant comment for Pakistan cricket, its not under democratic rule, so rules and laws can be bent.

While Pakistan is ruled by dictator, India is ruled by democratic government. Since Musharrif is the dicgtator President of Pakistan he took over as head of PCB.
However, Sharad Pawar used his influence and got elected as President of BCCI. Politicians in India do not waste any opportunity to get into prominent places in the organisations and Institutions which are famous.

If you take an interview, Mr Pawar will no doubt convince you that a cricketer would never make a better manager and that only politicians like him would do better. If you ask Mr Musharraf, well, Allah knows what would happen to you.
