Asia is where the money is in cricket, therefore it is where the power is. That is why they are there in Dubai. A neutral Asian country.
The sooner you realise that the better for you.
I hear you talking about how Australia holds the cards, I can tell you right now, that if Australia became a bottom team or dropped out of cricket completely it would have minimal effect on the ICC. Asia holds the Cards.
Think about it
Australia population approx 20 mil
New Zealand 4 mil
West Indies 5 mil
England 60 mil
South Africa 45 mil
Cricket nations in Asia well over 1 billion and its the number 1 sport unlike the others.

Since activities of ICC expanded considerably over the years, they have not been able to carry out all the functions un der one roof. While the administrative and anti-corruption elements of icc operated from London, commercial and financial operationsw were from Monaco. In order to have smooth functioning, ICC wanted all their activities at one place under one roof and they got best bid for the same from Dubai. Thatg was the reason why they moved to Dubai and i do not think there was any vested interest in that move.

In London ICC had to pay a lot of money as tax.

In Dubai, there is less tax on ICC

Hmm........they have chosen Dubai as their head quarters because they can improve in all African and Asian countries in cricket.
