George Washington set the precedent of two terms. It was not the law, only a tradition. Roosevelt won in 1932, and then 36. He decided with the war starting in Europe and Japan moving into the Pacific, and the depression improving, Roosevelt ran for a third term. Then when the war was in full swing, he ran and won a fourth term. He died during his fourth term, and Truman took over. Not wanting it to happen again, the 22 amendment was passed, and it limits a person to two full terms. A full term is considered two years and a day, so if vice pres takes over and is in office two years and a day, that is his first term. Now if a veep comes in at just short of 2 years, he or she can run for two full terms so he/she could be in office for almost 10 years, but no more. Ever. You cannot be elected twice then sit out and start again. Two terms only, ever.

Depends which Bush you're talking about.
George W Bush (current president) can not run, because the 22nd amendment sets for term limits for the president.
However, Georgw H W Bush (his father) COULD run, since he only served one term in office

Mr.Bush is limited by the Constitution:
per the 22nd amendment,section1: ratified 2/27/51
However.....the constitution is moot on the question can he run for Vice President!

A president can only serve two terms of a max of eight years in office, bro. This is to prevent a possible dictatorship and encourage the use of democracy.
The only exception to this was when FDR served a third time during WW2 when the world was on the verge of ultimate destruction and chaos. Unfortunately, he died while in office due to a stroke and never finished his third term as president.
