I think you should probably determine if it is a city, state, or federal law. then petition the politicians that represent you on that level. Each of these politicians should have a campaign office and a number where the people they represent can contact. You and your friends could set up meeting with him/her. But when you go to the meeting make sure you know: why the law was created? how many people have been hurt or died when they didn't wear a helmet? etc. This will be good to know during your conversation.

I will answer you seriously. If you want to change a law, then you have to convince the legislature that it should be changed. You might be mature enough, but the statute is a public policy for all the children,16 and under, not just you. If you can make a strong argument to the legislature that it would be better to not have the law, then you can draft a bill, and have congress vote on it and if the majority votes your way, they will enact the new statute.
I have a feeling you won't convince them though. I would pick a different cause if you really want to make a political impact.

as soon as you turn 18 you can change the law by not wearing a helmet at all. just have to pay the fines if your state requires it
utah is a no helmet state though so move to utah

Do us all a favor. Don't wear a helmet, crack your skull open, become a vegetable, get taken off your feeding tube and die. That'll show em! As a matter of fact, we should abolish all helmet and seatbelt laws, and take the warning labels off everything. The problem will sort itself out. The gene pool will become stronger. Ahhh....social Darwinism! I love it.

in the event of accident the helmet can save life and prevent injuries. no one will know when the accident will happen, when people wear helmet it can cause less injuries to head. how any one can say i know when to wear a helmet if they can't predict when the accident will happen?
In my opinion It's a law for the benefit for the people.

You would petition, but you wont change the law. Wait until one of your friends cracks his head open and you'll put a helmet on everytime- wait 10 years, look back on this situation and reflect on what you would tell your kids to do.
