If the Unites States does have authority to establish a bank, does Maryland have the authority to tax that bank?

"The power to tax involves the power to destroy", the court concluded that the Maryland tax could not be levied against the government. If states were allowed to continue their acts, they would destroy the institution created by federal government and oppose the principle of federal supremacy which originated in the text of the Constitution.

No, it would violate the Constitution, even though there is nothing specifically in the Constitution saying so, the Supreme Court has their lovely elastic clause to deny a state the authority to tax a national bank.
