What are the benefits of focusing crime prevention efforts on places rather than on people?

More cost effective if done on a place rather than a person. People are mostly left for FBI though, depending the circumstance.

That actually is what happens. More police patrol high crime areas. I agree that some officers watch some people more closely though.
