A transgender? or a person who identifies as transgender?

There is no single definition of what it means to be transgender. Nor is there a single way to express the identity of transgender.

Often, it can mean a person who does not necessarily follow the gender norms that are expected of them. Sometimes a person could identify as a woman while society identifies them as a man, or a man that society identifies as a woman. It can also be a person who does not identify as a man or a woman. Transgender is one identity under the Trans umbrella. This umbrella houses literally thousands of possible Trans, gender varient, gender fluid, or genderqueer, etc. identities, Transgender is only one among those.

Below is a link to a Trans friendly gender education community where many different gender identities are explored, including many variations of trans.

Note:
Not all people who identify as Transsexuals receive surgery or even hormone therapy. Some will never be able to afford it, and some don't even want it. Transsexual like Transgender is a broad category that doesn't fit into just one easily definable box.

(I personally identify as Transsexual but I have never had surgery nor hormone therapy. I am from a micro culture within genderqueer culture that doesn't even require that I identify as a man or a woman, there is no actual requirements for a person to conform to any set standards in order to identify within a certain identity group.)

Intersex and transsexual are not synonymous. Some Intersexes/Intersexuals (terminology varies by community) identify as Transsexual, some Transsexuals identify as Intersexes/Intersexuals. But, not all ^_~
PS Happy (slightly belated) National Intersex Day! (oct 26th)

'Transgender' describes a person, male or female, who dresses, behaves or presents in a manner that differs from their gender norm. A transgender person may, or may not, seek hormone therapy and/or minor surgery to further their cross-gender presentation.

It is NOT the same as transsexual, which describes a person, male or female, born with a congenital neurological intersex condition (Benjamin's Syndrome) which invariably requires some degree of medical intervention.

One of the problems with yahoo answers is that many of the people who type don't really know what they're talking about.

Transsexual is when someone has surgery to complete their transition.

Transgender is when someone was born with one set of sex organs, but feels he or she is actually the opposite sex.

There are also "gender queer" people that feel as though the labels of each sex don't really quite fit who they really are, so they choose not to call themselves either male or female.

The definitions can vary a little between countries.

Take a look at Wikipedia though. The detail there is quite good and will answer your question in full.
