Go to Aldi's or Save alot. Buy bread, potatoes, pasta(any kind of noodles). Freeze all but one loaf of bread. Thaw bread as needed. Eggs.
Buy: jelly (grape is cheapest), spaghetti sauce, cheap margarine, canned veggies, bag of chicken nuggets, bologna(can find sales at regular stores for $1 for name brand), cheese, milk, kool aid mix, sugar, instant potatoes.
With anything left buy some hamburger. Buy the burger at the counter. Have them separate the burger into 1/2 pound sections. That should be enough for one meal.
Quick cooking 101:
1/2pound of meat, put in pan, add salt and pepper,(garlic or other spice), cool until all brown.
drain grease
make instant potatoes, add potatoes or fluid to get desired consistency(add salt and pepper to taste)
add some canned corn to the potatoes
pour beef into oven safe dish, pour potatoes and corn over beef. Cover with cheese, melt cheese til bubbly or browning in 350 degree oven

Make noodles (macaroni)
Drain
Add any kind of cheese
add some butter
add some milk (if need to thin out cheese)
add seasoning if desired

Potatoes: wash off
bake a few, eat a baked potato
cool rest in fridge overnight or so

cut up cold and fry with butter and vegetable oil (not listed above).
Fry then put cheese on top

boil(with skin on) Cut into bite size pieces
drain
add butter while hot
toss to get all potatoes
add seasonings

Don't shop at my village shop. $40 wouldn't buy a days worth. Buy the cheapest food possible. This is not health food go look in the "this really food" section. The noodles you call ramen noodles are cheap good proper loaf of bread and tub of butter also is good basis for one of the basic food type. The Sandwich. avoid all "sodas" carbonated drinks they are bad for you and generally cost unless you buy the cheapest of the cheap. Buy a dilute drink instead, usually healthier for you even if 99% chemicals inside.

pasta or mac n cheese $4--you can make several meals from one box of pasta and buy Prego $3 and italian dressing $2--make hot pasta for dinner and cold pasta w/italian dressing for a different taste--crackers $3 with peanut butter $4 & jelly $3 for several snacks--cans of pop/soda $3, apples $2 or canned fruit, a box of cereal $3 or breakfast bars, a small can of coffee $4 instead of Starbucks every day, ground meat $4 and beans $2 (make some chili--that'll last you) or ground meat (meatloaf or meatballs for spaghetti) if you have a refrig some eggs $1 and milk $2--I could do it--and take a minute and look thru the paper for a few coupons or check the ad for your local grocery store & buy what's on sale--your education is important but so is your nutrition--good luck!!

Salvation Army thrift store, get a slow cooker, about $5. Shop for cheap meat which the slow cooker will tenderize. You can add potatoes, carrots, celery, onions, and peppers. Add a pint of water, and you will have a stew that will last for a week. Lots of luck.
