In the first place, "he could care less" doesn't say what it was meant to say. It should be "he couldn't care less". "Could care less" means that he does at least care some. "Couldn't care less" means that he is at rock bottom on the caring scale, and absolutely could not care any less than he already does. Perhaps a better way of putting "could care less" would be "on a scale of one to ten, he cares about a three".

Well, first of all, the correct phrase is, I COULDN'T care less, which means, I could not care any less than I already do, which means, I don't care at all right now.
But you're asking for a different way to phrase that, I think.
How about, his apathy was at its maximum.
Or, as Freddie Mercury expressed it,
Nothing really matters. Anyone can see. Nothing really matters...nothing really matters to me.

actually the original (and the meaning) is
he couldn't care less
but they drop the n't and it means the same thing...
he could not care less...means he really doesn't care...
but this is a verbal expression, not usually usedin writing so i would not write it unless it was inside a quote someone was saying.
if i was writing i would say he was extremely apathetic or he was totally unmoved or unconcerned

If he doesn't care at all, then he could not care less, thus he couldn't care less. Could care less would mean that he does care, but could care less than he does. Clear as mud?
