Is it possible for a legislator to be both honest and effective at the same time or are the attributes mutually exclusive.

you should go to work in a legislative office in washington since the truth is much more complex than we realize. my daughter works there and i believe the legislator she works for is honest and has a great concern for justice. the problem is that you need coalitions to be successful and you have to compromise with others whose idea of justice is different.
ie native american idea of justice may be to retain their land and not have a dam built
city dwellers idea of justice might be cheap, plentiful water coming out of the tap.
things are complex and needs for justice tend to compete.
