Are you trying to glue broken pieces back together, or are you trying to glue the vase to something else or something else onto the vase?

There are special glues/cements for glass to glass that can be used to put pieces back together, but that glue isn't flexible which may or may not be a problem. You could also use a silicone glue like E-6000/Goop... it also dries clear by is slightly flexible (be sure to follow exact directions for that type to get the best bond). You said instant glue and epoxy glue didn't work, or I would have suggested a two-part epoxy glue... why didn't they "work'?.

If it doesn't matter that the glue dries clear, a glue like Gorilla Glue will attach almost any material to any other material and is really strong after curing. It's yellowish though and swells slightly during curing so must clamp or weight and/or use a little less than the total area.
