Well it seems like a pretty strategic way to get teens to tell their parents. Becuase if your going out and getting unwanted pregnancies, you parents sure as hell deserve to know. Because they can HELP!!!

Because teens are young, immature, and generally they don't want to atone for their actions (getting sexed up), so people made it so that they have to get a parent's consent so that an older, more level head will be able to input advice.
