Marcus Porcius Cato aka as "Cato the Elder" or "Cato the censor" .
The original Latin phrasing with which Cato was closing any speech was " Ceterum censeo Carthaginem esse delendam" that's in English "Moreover I think that Cathage must be destroyed"
