Why is every one out for Heather Mill's blood, any one would think that Paul McCartney was and always has been an angel, in the sixties and seventies he was at it with every camp follower he could lay his hands on and I bet he has never stopped.
Being a Beatle doesn't make you an angel unless your name is George or John

Heather Mills is a woman who foolishly married a man many years her senior and a great deal richer than she was. Judging by the way she is talked and written about it seems that her husband was a half-wit who was so easily fooled by this money grabbing female..although he had known her for a considerable time before they married..that he ought not to be trusted to sign his own name since, apparently, so many of his friends, relations, fans and hangers on recognised her for a gold-digger long before there was any possibility of her digging in that particular plot! The only thing less intelligent than all the rubbish that is printed about her is to believe it when we do not know any of the people involved and can be sure of nothing except that her ex is supposed to be an intelligent man!

TWO OPTIONS
1) She might really mean it, she might not go to sleep but I don't see why she'd do that because I don't think that the state or whatever will care because she'll fall asleep eventually.
2) She means she will not rest (meaning stop fighting) until they get it changed, like she's not going to give up.

I think it is more a figure of speech?
She probably won't sleep with a clear conscience until she has done what she has vowed to do!

She's really not worried about getting any laws changed, she's getting what she wants - a big chunk of Paul's wealth. When you married and divorce a man as rich as Paul who doesn't require a prenup then you can sleep after you pass on, in the meantime shop til you drop.

She does not mean she literally will not sleep. It is just an expression meaning she will not rest from her endeavours to put things right.
