with thinner and or compound...and you are......not DOH fault you didnt follow sign instructions........

I'd try buffing it off, using a mild abrasive polishing compound and a circular buffer (be careful you don't bite into the car's finish). As for responsibility, actually YOU are, since it is your duty to avoid freshly painted lines, markings and other "hazards". Here in Texas you can't even begin to recover damages, even when the highway department is clearly at fault! (There is a famous case of a couple who were nearly injured when a defective or poorly mounted overhead stop light came loose from the cable from which it was suspended and crashed through their windshield; they were told, in effect, "Gee, it's too bad you were under the light when it let go; we're not responsible for damages caused by traffic lights or road hazards! Sorry!"). Good luck!

what if there was no warning signs and there was a massive road paint spill all over the roads that damaged my car as well as others. Could not avoid due to double lane road and oncoming traffic. Who is responsible in this case? The town was very negligence and rude when I made a complaint. No cones or warning signs, nothing.

You might try a bug and tar remover. If that fails, I always use gasoline on a rag, and once it comes off, I immediately wash the area with soap and water and rinse, dry and wax the surface.

You are responsible.

a small amount of gas will bring it off,and you are responsible for it,when you see them painting the roads your supposed to avoid the center line ,that paint dries up in a little while,but a small amount of gas or kerosene will remove it,been there and done that a lot,good luck.
