CubCur has it right. You will only be able hire/rent the orchestral parts because Shostakovich's music is in copyright. It will cost you around $1,000-$1,500 to do this in rental fees. A full conductor's score will come with the set of parts. You can, however, buy scores separately (both full-sized conductor's scores and miniature scores). They're never cheap but you'll have it forever.

Interesting you're doing that symphony. It's not often performed (one reason being it's one of Shostakovich's weakest works).

The Full Score of Symphony No.12, publisher Soviet Composer, 1961 (or it's Kalmus reprint) is out of print but can be found in libraries.
The Shostakovich New Collected Works publisher DSCH has not yet published a Full Score of Symphony No. 12.

The parts are on rental from Boosey for all countries EXCEPT the U.S. where an orchestra would rent from Schirmer in Chester NY.
