Most likely underground, like other coal would be found, although I would be prepared to bet that there's a lot of coal underneath all of those glaciers in Antarctica.

Coal, remember, is made up of dead plants and animals that died millions of years ago, and had ground pressure squeeze up the oxygen away, leaving mostly just the carbon behind. As time passes, layers of earth move up to bury the coal.
