my mom and I were talking about old cartoons and we couldn't think of the name of this character. he was an octopus with a bow tie and i think a top hat.

Squiddly Diddly. He lived in Marine Land. The manager was short, mustache, and looked a lot like Mr. Peebles from Magilla Gorilla. They still show that on Boomerang (from the Cartoon Channel).

Sounds like either Squiddley Diddley, Oswald (the octopus from Nick Jr.), or Octy (from Powerpuff Girls, he was a stuffed octopus that once came to life).

Squiddley Diddley did not have a bow tie or a top hat. He wore a sailor-type shirt with neckerchief and a sailor's hat.
