It aoppears your asking for a ground cover, and most ground covering plants do excactly that..cover the ground and drown out other plants..so most others will not grow on a total ground covered area..However one of the most popular is mexican heather.. small bush like plants with nice flowers on them ..here is a picture..It is cold and heat hardy as well...the cold will make it vanish but will not kill it only to reapear wqhen it warms up....

Any of the forms of lamium would work. Another name for it is spotted dead nettle (dead as in it has no sting). It comes in a variety of flower colors. The majority are whites and pinks, but there are some newly developed purple and orchid varieties. The leaves are green and white, or silver. Some are more silver than green.

Vinca gets a flower so does Pachysandra they aren't bad as far as keeping under control. Just make sure to check it & pull any away from where you don't want it.
I really think Lamium is beautiful but it does need some sun.

Buy a perennial book and look over ground cover for your zone and for shade. It will be a book you will use again and again in future. If between rocks/stepping stones, use herbs.

Well, you can use a decorative rock garden, but of course less spikey... you can also look for Fake rocks that has built in outdoor speakers, so you can have ambient sound or background music while you and the kids, or visitors are staying in the garden area... really relaxing, and put some tivoli lights to live it up at night.
