I cant answer that since i have only watched since 1988. Since then it has been a toss up between Deion and Champ. Right now Deion has a small advantage but whens its over I think Champ will be unquestioned as the best.
I have heard Night Train, is the best, but not sure. Watching videos I can say for sure he is the hardest hitting corner i have seen (Pacman should watch the same video!!!)
Great question wish I could give a better answer (nice someone asked about a position not QB,RB or WR)!!

I might add Deon - for deep routes. But he's more easily beaten on the shallow stuff & didn't cover the slant routes too well.

Good Names have been mentioned already, but I like Champ Bailey. Charles Woodson is awesome, too. He was way better on Oakland though.
