Primarily utilized in the slavic states of eastern europe, just prior to the Crusades. Pogroms were ethnic or religious cleansings usually espoused or supported by the local lord and/or church, who would incite the locals by telling them that their current troubles ( ie crop failures, plague, wars etc.) were caused by non christians or non natives. This would lead to a great deal of violence and destruction. The local lord or bishop would then step in, confiscate all property belonging to the victims and either boot them out of the area or charge them a special tax and confine them to a remote area of residence (start of ghetto).
