I am not sure what you are asking. Could use more detail.

Are you asking about the weather conditions associated with a semi-permanent pressure systems or are you looking for physiological effects on the humans that might be induced by highs and lows? I am assuming you are talking about high and low atmospheric pressure systems, but I am not even sure about that either.

Variations in atmospheric pressure are not noticeable by humans. The difference in pressure between a very strong high and a very deep low is much less than going to a ski resort from sea level.
