The 20th amendment to the US constitution says:

Section 4. The Congress may by law provide for the case of the death of any of the persons from whom the House of representatives may choose a President when- ever the right of choice shall have devolved upon them, and for the case of the death of any of the persons from whom the Senate may choose a Vice- President whenever the right of choice shall have devolved upon them.

I am wondering whether or not congress has actually passed legislature to dictate what would happen in this situation.

The amendment cited is the legislation defineing what would happen. The House and or Senate will choose if and when it becomes necessary. If you mean have they defined who that would be by naming the holder of a specific office, no. They can select anyone who is not prohibited by law from holding the office.
