around what years did the general public (in the US mainly, but other countries too) begin to cry out against domestic abuse/violence, as opposed to before when it was seen as a personal matter that outsiders were to stay out of?

In the USA, that didn't happen until around the mid 1980s to early 1990s. It first started, as a movement, in the 1960s.
