You need the .NET SDK (Software Development Kit) to actually develop programs with the platform. You get the compilers, the libraries, etc.

The .NET Redistributable is what you need to run the platform on Windows. Each computer running a .NET program will need this as well.

You know Java JRE and Java SDK? It is just a parallel to that for .Net platform, basically the runtime DLL and compiler.
