Well I assume you're talking about JK Rowling's one - as there was going to be one from HP Lexicon released in America.

JKR is going to be writing an encyclopedia of all the information not put in the books: such as students' jobs after leaving Hogwarts, who they marry etc, but there will also be more about characters' backgrounds and early life - particularly Dean Thomas and the Dumbledore family

The Harry Potter Encyclopedia will basically be a compilation of everything J.K. Rowling knows about the Potterverse (the world she created with her books) that we, the fans, don't, because it wasn't in the books. She has all the information already, in her notes, she just needs to organize it. It will be several years before it's released.

Also, on a side note, JK and Warner Brothers are taking legal action against the HP Lexicon (suing them) for trying to publish their site, an HP encyclopedia of sorts, and make a profit from it. (You can use the HP characters, in fan fiction and stuff, but you aren't allowed to make money from it, and you have to include a disclaimer, that it all belongs to J.K. Rowling, Scholastic, and Warner Brothers)

It is pretty much self-explanatory. She'll reference all the characters, creatures, things, etc. in the Harry Potter series. Hopefully, that means we'll get a lot of the backstory on characters.
