Push bumper or Push bar?

What is the better system to prevent damage to the actual bumper and add to the strength of the frame in the event of a front collision? A push bumper like police cars (the two vertical bars) have or just a plain push bar/grill guard (multiple horizontal bars)?

Those grill guards are actually brush guards and are actually for looks only. Go grab one and shake it a little. The police type you speak of are attached to the frame and are ridgid for pushing. Neither will protect you in a collision.
