If it's your own thought, no, otherwise everything you would ever write would be in quotations. It's implied that a lot of what you write is you own thoughts. But if it's someone else's (and you are quoting them), yes, and don't forget to credit them.

Yes, when beginning and closing a thought or statement, you use quotes. Whether or not it is your own thought, quotation marks allow readers to distinguish between thought/speech and just narration that you are writing down.

No, usually italics, but you can't do this here, so I use '... ' quotation marks I save for actual quotes, that way people know what they mean :D

SURE, ither quotation marks to let the person you are writing to know that what you are typing is more than just words, or CAPITALS to get the message across.

as of the present way of writing and speaking english, it really does not matter what and how you mark

all that matters is that your thoughts are sent across loud and clear

It depends on how you choose to express that thought. Here's an example of when and when not use quotations marks for your own thoughts.

Noticing the gangsters on the street corner I asked myself, "Why in the world did we come here?" (Quotes needed.)

OR

The neighborhood looked so dangerous, I began to wonder why we came here. (No quotes needed because you are paraphrasing yourself.)
