You are missing confidence level. The calculation requires a mean number (your .45) and a confidence level or margin of error. If it is 45% +/- 1%, a would be very low, b would be very high, c would be very high. If it were 45% +/- 20% then a would be higher and b and c not as high.
If 45% represented 9 of 20, that would not have a high level of confidence. If 45% represented exactly 45,000 of 100,000, the confidence level would be very exact.
Is it a standard deviation?

do if that's 45% then the other accedents were caused by solber people, witch means it's really the solber people we should look out for.
