i just bougt him and he is just laying around the bottom of the tank and leaning on rocks is this normal for new oscars or what???

Oscars can be prone to strange activity, but I don't think that is what you're seeing. It is likely that you are just seeing the effects of transport, and introduction to a new home. Turn off the lights and keep the room quiet for a few days, and you will see him acclimate to his new home. The transfer from store, to bag, to tank is very stressful and it will need time to "wind down". Email me if you have any questions.

EDIT: Oscars are not aggressive, they are just large and territorial. Large, territorial fish will eat smaller fish (there is no way around that), so, just be sure to keep it in a tank with ample room (at LEAST 55 gallons, but 75+ is much better) and avoid smaller fish (schooling fish will be easy snacks) as well as more aggressive ones (no African Cichlids, for multiple reasons).

Did you remember to acclimate him to your water?

make sure the heater is on and make sure he has been eating and make sure you only have one in the tank because these are very aggressive fish.
