What have they done, If you consider holding prolonged meaningless hearings into presidential appointees and signing a congressional reprimand (that means nothing) of Rush Limbaugh (a private citizen) as progress, then sure they are doing a great job.
They are worthless and keep trying to make this a socialists country.
EDIT
Amazing, I get thumbs down for speaking the truth. Why don't the dems put their money where their mouth is and match Rush's donation to the marines from the money raised from the sale of said letter. He sold the letter of reprimand on Ebay for over $2 million and then matched that donation out of his own pocket and challenged the dems to do the same, have yet to hear of any takers...
Liberals are ruining our country. We will be like socialist Europe in no time.

Congress consists of members of both parties, and individual Representatives (and, to a lesser extent, Senators) tend to run on issues relevant to thier own districts. Thus, most people like thier own congressmen, but disaprove of Congress, as a whole, particularly in regard to the other party.
For instance, a hard-core left-wing democrat might strongly disaprove of Congress, because it's failed to stand up to Bush and end the War. Conversely, almost any republican might disaprove of Congress simply because it's Democrat-controlled at the moment.
So, while Bush gets his hate mainly from the left, Congress gets it from both ends of the spectrum.

During the time of the 2006 election Bush actually had a slightly better rating. When the democrats won seats in both houses the people thought they (the dems) would be able to "do something" about stopping the war.
Because the dems don't have enough votes to override a presidential veto, the dems who voted the new dems in to power are upset.
The republican voters now are also against congress because it is a democrat congress.
So, the only people who give congress a favorable rating are people like me (a democrat) who understand the "numbers game" of it all and who are sitting back and waiting for Hillary to jump start the whole country.

I think that the approval rating of Congress is lower than Bush's because the American people don't know that Congress needs a two-thirds majority to make their legislation "veto-proof." The same rule applies to the Senate. If Republicans would just get out of the way, the Democrats would be accomplishing great things for the vast majority of Americans. Bush and the Republicans are practicing obstructionist policies to make the Democratic Congress and Senate look like "do-nothings," when in reality they're TRYING to pass legislation to help the American people, but Bush and the Republicans won't get out of their way! If you're as fed up with this partisan non-sense as I am, write your Senators or Congressmen/women and tell them either LEAD, FOLLOW or GET OUT OF THE WAY!

It's simple. Sort of like their constituents.
They blew smoke up the butts of idiot students and the intellectually challenged. They got votes. They play on the fact that most of their constituents aren't able to separate reality from idiocy and continually blame the failure of bills on the president even though they 'knew' beyond a shadow of a doubt the bills wouldn't pass and they couldn't override the veto. Yet still their constituents blamed others. They keep doing it over and over and over and act like it's new instead of the same ol c r a p they always spew.
For proof look above me at the typical constituencey and their sad, pathetic attempt to hold on to the smoke that never existed.

Because 535 members of the most arrogant, incompetent, contemptible, cowardly, corrupt Republican-led Congress in U.S. history stood by and watched George W. Bush run rip shod over our Constitution,
-AND-
because 535 members of the most arrogant, incompetent, contemptible, cowardly, corrupt Democratic-led Congress in U.S. history promised to end this war if elected, and - to date - have done nothing to keep that promise.
Remember, almost HALF of Congress is still Republican.
The other HALF is Democrat. Put 'em all together and you've got "Republicrats", the biggest political monopoly that has corrupted out system and shut out the most qualified candidates because Congress doesn't WANT 'public servants' who are honest, decent, respectable, honorable and moral. Congress is a cesspool full of pedophiles, homosexuals, adulterers, alcoholics, drug abusers, wife beaters, cross dressers, prescription pill poppers, cheats, liars, frauds, and perhaps even a murderer of two.
I'm surprised approval ratings for both Bush and Congress isn't in the single digits. -RKO- 11/01/07

While the president is "the figure head" for america, the real action behind making laws, ammending bills, etc. are the senators and representatives in congress. The president is the one who takes all the heat when things go wrong. It is easier to blame one person than 435 representatives or 50 senators.

congress as a group is much easier to throw darts at. they are perceived as a do nothing bunch of politicos locked in futile self interest struggles....meanwhile, george the 2nd has a 30-40 % power base that is with him right or wrong. so, where the prez has a minimum % approval factor, congress doesnt. we may approve of our congress person, but still disapprove of the group as a whole.

Because most, if not all Republicans are dissatisfied with the job Congress is doing, and many, many Democrats are also dissatisfied with Congress.
Bush still has some Republicans who say they approve of the job he is doing.

Our tax dollars are going to pay the salaries of people who fail to represent the interests of the public. It's the partisan politics that makes them so unpopular.
