You need to call a PRO, messing around with electricity is no joke. Swapping the wires will send power to the neutral of anything you plug in, that will lead to nothing but trouble, especially on an ungrounded circuit. Sounds like you have a problem at the source ether at the panel or at the connection from the street. Call a PRO.

Power (i.e. "hot" side) and ground are only part of what is needed - you must have a neutral wire connected to the outlet as well.
If electricity doesn't work for part of the house, either a breaker has tripped at the service entrance, or there might be a ground fault interrupter that has tripped, and the outlet(s) in question are branched off from that device.
What might help is to go buy one of those LED outlet testers - they typically have three LEDs that indicate correct or faulty wiring, and will indicate certain errors in wiring.

You have power and ground? How about a neutral to hot? You can get a reading of 120v between ground and hot but you wont get anything to work if there isnt 120v between hot and neutral. Just from your description I am thinking your problems are deeper then the outlet. You should call an electrician to make sure your neutral is good for the house. If you have 120 between neutral and both hots in the panel then it is the wiring to the outlets. If you have one high reading and one lower reading you have lost your neutral and need a qualified electrician to cure the problem.

If you have 120v AC and a ground to the outlet--then the outlet must be bad.
Attach the wires like the other outlets--otherwise there could be a safety hazard.
If you don't have 120V at the outlet=
It could be a bad circut breaker or even a defective electric meter. If the meter is defective the power company will have to replace it.

Power and ground? What voltage are you reading between hot and neutral? Why would you swap the wires around? I think you should call an electrician before you burn the house down or hurt yourself.

-turn the power off and take the wires off the outlet and nut them off.
-turn power back on and test between the black and white.
if you get 120volts the outlet is bad.
if you get nothing you lost your neutral somewhere, check the panel.

if it's a regular duplex outlet ... black wire under the brass screw (hot) white wire under the silver screw(neutral) bare wire under the green screw(ground)
you probably tripped the breaker too
