0-3 months: Me! He didn't care to play with anything else. The only toys he really played with [and not much] were the ones on the mat when he would lay on the floor. He was more learning to roll then play.
3-6 months: His toys on the floor while he was learning to crawl. Just little "Sassy" toys that were random and he would reach for.
6-9 months: His exersaucer.
9-12 months: Anything he could pull up on. We had a little table with light up buttons for him to pull on and play with.

The majority of kids under one don't really 'play.' They are more eager to learn than anything. If you are planning on buying gifts for these age ranges I'd suggest developmental toys.

0-3: A very colorful, lop-sided mobile we bought at Walmart. It had things that spun and wobbled. He could stare at it for hours. We had to get rid of it at 4 mos b/c he grabbed it and snapped it in half!
3-6: This set of colorful cups. You could put one inside the other or turn them upsidedown and stack them. They had holes at the bottom so he could take them in the tub with him, too.
6-9: Cars and trucks. We got him a bunch of soft top preschool push cars. Really helped stabilize him, too!
9-12: Thomas the train and matchbox cars.He's two now and still can't get enough of either!

0-3: He wasn't interested in toys, just wanted to play with his daddy and me
3-6: A little bear rattle that came with his bouncy chair
6-9: His exersaucer
9-12: Push toys in general.

3-6: rainforest jumperoo
6-9: anything she could pick up and throw
9-12: Weebles, ball popper
