I know at some times of the year and in some places on earth, the moon is only briefly visible either at the beginning or the end of the night.

Would the full moon be visible in New York's Cental Park at midnight in April?

It will be full on at least one or if the timing is right on two days if it isn't cloudy. Look it up in moon tables for the exact dates.

If you want to see the full moon then April 20th 2008 anywhere at midnight will do.

The moon will look very full indeed at Midnight on these dates.
