I don't think it would click right away in Africa, you see the KKK is indigenous to the USA. For the desired effect I suggest someone dress up and walk through Harlem or New Orleans.

I hate to say it and i'm not racist but I'm pretty sure that person would see one of too place the hospital or the hurse. But they would have to be an *** to do something that stupid anyways. Halloween or not. Some things you just don't do get it.
